摘要：

This paper examines the ambivalent asylum policy of the Swiss Confederation towards the refugees of the 1848 revolutions and shows how the right of asylum, defined by the Swiss authorities as a prerogative of the state, was in practice negotiated at different levels (international, national, local) through different power relations.
