The right of children to adequate housing from their understanding as a subject of rights in the international law

摘要
This research is motivated by the difficulty in effectively understanding the child as a holder of the right to housing at the international level, as a result of a social context of discrimination experienced by children - in the development phase as a human being - and in a specific way of housing promotion. Using the hypothetical deductive method, this study assumes that the international legal framework for children protection allows to understand each of them as the holder of the right to adequate housing, forcing States to take actions to their satisfaction. The objective is to analyze the official documents of the United Nations (UN), as the United Nations Children's Fund (UNICEF) and the United Nations Program for Human Settlements (UN-Habitat), in the period between 2015 and 2019, on the definition of the Sustainable Development Goals (SDGs) by Agenda 2030, to demonstrate that despite the robust normative system that recognizes children as the holder of the right to adequate housing, indicators show the lack of action by States in the satisfaction of this human right. This article is part of the theme of human rights and social development and its implementation through the definition of an agenda and programs that guide the realization of public policies aimed at the vulnerable situation of children
