In Colombia, the possibility of having a fourth level of government established in the regions is constitutionally provided. This territorial scale is represented in the Administrative and Planning Regions-RAP associative scheme, which will be the future Territorial Entity Regions. The research was developed with a qualitative approach and descriptive scope. The RAP figure of the Coffee Region -RAP-EC was considered from a functional dimension, contrasting competencies and functions granted by the legal system to identify the immediate effects of its management. The study included documentary review and interviews. The RAP-EC has a short period of operation, and it can be interpreted that this scheme does not show significant achievements. The associative figure needs to be rethought, it demands the assignment of differential and specific competences that materialize its role as a supradepartmental planning entity.
