Public policies supporting "energy communities": an instrumentalisation of citizenship?

摘要
At the turn of the 2010s, "energy communities" appeared all over France, claiming a direct and democratic control of local renewable energy infrastructures. At the same time, the regions were given competences in the energy transition field. The "narration" of public policies will be based on these models anchored in the territories, driven by citizen dynamics. However, the terms used, which come from strategic management, the criteria used in the choice of projects and the objectives in terms of production, contribute to a narrative of environmental economics. The long term of democratic deliberation is sacrificed to the imperative of efficiency provided by the market.
