THE NEED FOR TRAINING OF QUALIFIED MANAGEMENT PERSONNEL ON THE STATE CRISIS MANAGEMENT ISSUES IN UKRAINE AS A CURRENT REQUIREMENT

The article raises an issue that is relevant from a scientific and practical point of view regarding the necessity of professional training of management personnel in state authorities, local self-governments, state and municipal enterprises, institutions, organizations in state crisis management in Ukraine. The main conceptual, legal, institutional and personnel gaps are found and analyzed, that prevent us from organizing professional training of management personnel on state crisis management issues in our country on a systematic basis. It is revealed that an integral scientific and educational direction - "State crisis management" - has not been conceptually formed in Ukraine to date. There is no speciality of the same name and no other regulatory prerequisites for the appearance of relevant master`s programs in the Ukrainian legislation, that regulates the sphere of higher education. There are no master`s programs in state crisis management or public management in crisis conditions among the competitive offers of higher education institutions in Ukraine of speciality 281 "Public manage-ment and administration" in 2022. There is also an institutional vacuum and significant gaps in personnel provision in professional training of management personnel for the public sector on state crisis management issues. It is emphasized that in modern Ukrainian military realities, the main priority of the professionalization of management personnel for the civil service in Ukraine should be the effective training of specialists competent in matters concerning state crisis manage-ment. Solving this problem is possible only in case of restoration, in accordance with established by the law order, of the field of knowledge "State administration", which will include the specialities "State administration" and "State crisis man-agement", as well as under the condition of consistent resolution of conceptual and other problems investigated in this article.
