摘要
This article examines the concept of security communities and its relevance for collective security formations in the context of the post-Cold War era. Through a theoretical comparison, thanks to its emphasis on the process of identity building among like-minded states, the constructivism in its conventional form is assessed to be better explanatory for the general situation in the aforementioned era. Based on this analysis, NATO's evolution as not only a collective defense alliance but also a security community among its allies will be evaluated with reference to the creation of a collective identity in countering terrorism, in the post-September 11 era. In this context, the trilateral memorandum signed between Turkiye, Finland and Sweden for counter-terrorism cooperation will also be assessed within the framework of security communities.
