The transition towards a circular economy of waste in Argentina: methodological contributions for its approach through the plastic and glass case studies

摘要
This paper proposes keys to address policies for the transition towards an inclusive circular economy (CE) in Argentina. As a methodological strategy, the case of plastic and glass is addressed, combining the systematization and analysis of secondary information with interviews with key informants, to carry out an analytical approach to the issue. The results show that these policies in the country are proposed more from the discursive than the effectiveness of practices, that the methodological devices to diagnose and design policies are insufficient to promote an inclusive CE perspective, since they are generally circumscribed to limited areas such as municipal jurisdictions and/or manufacturing units, making interjurisdictional and sectoral dynamics involved in the life cycle of products invisible. It is suggested that policies should be designed from another methodological perspective, crossing to the local levels, with other levels of government and an analysis by trends and their dynamics, in order to find policies and move towards a successful CE.
