The Conception of Assessing the Resilience of Critical Infrastructures of Regional Socio-economic Systems

摘要
The article deals with the issues of information and analytical support for regional development management from the perspective of the critical infrastructures resilience. The authors propose a conception of assessing the resilience of regional socio-economic systems. This conception is the result of generalization of the most popular approaches to the indicator assessment of the resilience of systems and critical infrastructures from different subject areas. The paper formulates the properties that a system for assessing the resilience of critical infrastructures of regional socio-economic systems should have. Some formal bases to construct computational procedures for determining resilience are presented. Within the framework of the proposed conception, the assessment of the regional socio-economic systems resilience is reduced to operating with multidimensional data structures, such as a multidimensional cube. It is proposed to evaluate the integral assessment of the resilience of the systems under study in several ways: one of them is by using the classical weighted sum, the other one is by using formal operations of fuzzy mathematics on linguistic variables.
