A new conception of managing processes in external labor migration to ensure criminological security of the Russian Federation

摘要
The article presents the doctrinal outline and practical content of the new concept of managing processes in the field of external labor migration in the system of ensuring criminological security in Russia. The need for its construction and representation is connected with the large scale of uncontrolled illegal external migration to the Russian Federation, which today pose a significant threat to its national interests and criminological security. This material has been prepared using the results of field sociological research conducted by the author and his colleagues in 2023. The most common causes and conditions of criminality of external labor migrants are identified, among which is their dissatisfaction with difficult and dangerous working conditions, low earnings, poor living and eating conditions, lack of social guarantees, etc. The author emphasizes that, for an optimal and effective management of migration processes in modern Russia, it is necessary to closely monitor the volume of external migration, its areas and distribution territories; migrants' employment and labor motivation, their competitiveness in various labor markets; external labor migrants' social, professional and national-religious composition, their adaptation and integration attitudes and relations with the indigenous population, features of intercultural communication. Attention is drawn to the fact that the regulation of migration processes within the framework of the new concept is based not only on the geopolitical interests of our country, its demographic, political and economic conjuncture, but also on due account of the potential and prospects for the development of individual Russian regions, so that its applicable will allow state bodies and public institutions to achieve strategically important goals in compliance with international legal frameworks, principles and standards. The idea of tightening the legal responsibility of employers who use the labor of migrants illegally in Russia at their enterprises, especially for repeated violations of migration legislation, is argued. Effective measures and ways to improve the migration situation in the Russian Federation are proposed, including the conclusion of direct contracts between Russian regions in need of labor and countries of migrants' arrival, the establishment of migration labor exchanges and migration terminals, the development of private partnerships, and the implementation of an organized recruitment of external labor migrants with the necessary qualifications and education in accordance with the current needs of Russian enterprises and organizations.
