摘要
In this work, tourism planning and development (TPD) for small island destinations (SIDs) is explored using an integrated multi-attribute decision-making method. Several factors were extracted from the literature to serve as criteria in evaluating proposed policies or initiatives, which were obtained through focus group discussions with the relevant decision-makers. The best-worst method is adopted to assign a priority weight for each criterion. Moreover, the preference ranking organization method for enrichment evaluation (PROMETHEE) is adopted to identify priority initiatives. An actual case study of evaluating initiatives for Bantayan Island (Philippines) is reported in this work to demonstrate the proposed approach. Although the findings contain idiosyncrasies, they can be starting points of discussion for insights in managing SIDs. This work advances the domain literature by offering an integrated approach that systematically evaluates TPD initiatives which are crucial inputs to resource allocation decisions and policy design.
