The State provides different benefits to individuals, for the fulfillment of which actions are designed that entail some kind of cost for them according to their own experience. Moynihan & Herd identify this cost as administrative burdens. This article identifies and analyzes the burdens on people of qualifying their disability, according to what Moynihan, Herd & Harvey propose as learning, psychological and compliance costs. Using a qualitative methodology, interviews were conducted with people with disabilities and public officials involved in the qualification process in the Biobio region of Chile. Problems of access and exclusion were observed, as well as the transfer of the responsibility of assuming costs to people with disabilities due to a liberal approach in the design of public policies.
