摘要
Human resources are considered a valuable and strategic factor for local companies. Therefore, its inclusion in the function of entrepreneurial production assumes an inescapable consideration for the generation of sustainable and sustainable competitive advantages that favor the adaptation of organizations to the dynamism of the market, innovating in business strategies. The paradigm of Strategic Human Resources Management (GERH), considers the staff that is part of the organization the decisive factor for competitiveness. The technological irruption as a vector of innovation, impacts in a transversal way to the organizations and their processes redefining them towards more effective results. The aim of this study was to identify the ways in which they are promoted, constructed and managed innovation processes through human talent management and how the organizational culture of SMEs based in the city of Rio Gallegos is transformed. The results show an incipient development of professionalized practices in the management of human resources and a trend towards the implementation of innovative processes predominantly, in the service sector. These results showed an important disturbance in the face of the outbreak of the Covid-19 pandemic, which is also reflected in the information collected.
