摘要
The role of the State is to guarantee life in order to build a prosperous society. It also must adequately disseminate the importance of mental health, by decentralizing care or promoting respect for the rules of coexistence through coherent policies. This article analyzes how governance in health affects the social well-being of the citizen seeking to improve their quality of life, based on evidencing how they face their daily problems in a fruitful way. This research with a qualitative and inductive approach seeks to describe and understand the reality of people, by clearly presenting the community environment, considering nine expert participants in mental health related to public management. The lack of articulation between the Ministry of Health, regional and local governments, EsSalud, regarding the issue of mental health, generates an inefficient quality of service, preventing adequate and comprehensive care from being provided. This absence must be focused from the community point of view and become part of a structured public policy, ensuring access to comprehensive and equitable service, which promotes a model that prioritizes community care and its universalization.
