As we enter the 1990’s with the end of the Cold War, Latin America and theCaribbean region have undergone spectacular changes in the capricious trend ofevents. As a whole, the situation in the region has taken a turn for the better, butits chronic ailments remain. There are still unpredictable factors on its road of de-velopment.
