摘要：
全球气候变化规则的核心是不同类型国家的利益分配。它将决定清洁能源与低碳经济的发展进程,重塑全球产业结构的形态和布局,以及不同类型国家在未来国际分工中的地位。总体而言,发达国家将是未来全球气候变化规则的净受益者,而发展中国家将面临新的挑战。
