摘要：
论文梳理了1990年代后匈牙利医疗改革的全面概况。首先,论文突显机制变革的遗产和新政治安排的主要特征;进而讨论匈牙利医疗部门在制度与财政方面的最主要发展,特别关注争议性政策及其缺陷。即使是在最佳实践的领域内,法律与现实之间仍存在差异。政党政治竞争的本质深刻影响着医改进程,导致政府为追求议会特定多数席位而限制其政策选择。
