I. New Changes in the Strategic Structure of Northeast Asia The end of the Cold War has brought about a breeze of detente to Northeast A-sia. The curtain has fallen on the Cold War structure. Tension on the KoreanPeninsula, a "hot spot" of regional conflict, is also gradually subsiding. This devel-opment in Northeast Asia is interpreted by some people as the collapse of the ColdWar framewok, as they put the focus on the "breaking-up" of the old order. How-ever, others put the emphasis on the "establishment" of a new order. They take
