On December 9, the, Superintendent of Customs announced that, in accordance with Government instructions, the following revised regulations governing the importation from abroad of narcotics will be put into force at once: (a) Import Certificates to cover the importation of narcotics from Germany and Switzerland will no longer be issued by the Customs. (b) Narcotics, similar poisonous substances and strychnine may in future be imported from abroad at Shanghai only. (c) The importation from abroad, and the distribution within China, of narcotics, similar poisonous substances and strychnine are in future to be undertaken solely by the Central Health Laboratory; and importations of this nature must be covered by a certificate issued by the Nei-cheng Pu, and movements within China by a Purchase Permit issued by the Central Health Laboratory, in every instance.
