我国高技术产业技术创新效率的测度

摘要
本文综合运用数据包络分析的松弛测度模型和临界效率测度模型,对中国高技术产业技术创新活动的技术效率、纯技术效率、规模效率、规模状态进行了测度。研究表明,虽然中国高技术产业纯技术效率在逐年改善,但规模效益较差,规模效率逐年削弱,且生产规模处于最优状态的份额仅占考察状态的38%。研究还发现,无效高技术产业技术改造经费投入冗余较为严重,多数无效高技术产业在新产品出口和专利产出上存在较大的潜在产出不足。
