摘要
Though traditional global energy security risks have lowered, there is a pressing need for cooperation in the governance of global energy, particularly for energy investment security and environmental security.Increasingly apparent defects, inefficient reaction between mechanisms, and new challenges show that the nation-centered model should transfer to a more complex multi-level governance structure. The current governance mechanism for energy must absorb more newly rising countries, include more non-state actors, strengthen financial instruments, and perfect legal structures to achieve a fair, effective international energy governance order.
