QUALITY AND EFFICIENCY MEASUREMENT MODEL TO STRENGTHEN ASPECTS OF INSTITUTIONAL LEARNING

摘要
Quality has become a strategic imperative for higher education institutions, which must meet high standards of excellence to satisfy various stakeholders, especially the agencies responsible for certifying performance. This demand has led higher education institutions to establish plans and actions to comply with the quality criteria defined by the relevant agencies. In this context, the main objective of this research was to develop a model to measure the effectiveness of the policies implemented in programs at a state university, with the aim of strengthening aspects related to organizational learning. For this purpose, Overall Equipment Effectiveness (OEE) was used as a key factor to measure the effectiveness of undergraduate programs, one of the dimensions of institutional accreditation and a key process for program certification. Under the concept of "accreditation," the state grants a quality seal to Higher Education Institutions (HEIs), certifying them as organizations with high academic standards. For this research, the results of the academic programs from 2015 to 2022 were analyzed, demonstrating their constant and steady growth and the effectiveness of the policies applied to enhance institutional learning.
