摘要
This paper proposes a ZSG-DEA method based on dynamic bias correction. Firstly, the ZSG-DEA model is employed to allocate a certain amount of carbon emission quotas for each coal-fired unit. Subsequently, under the constraint of fixed carbon emission quotas, each unit continuously adjusts its carbon quotas based on the overall optimal objective, achieving iterative efficiency optimization. Finally, the superiority of the proposed method is verified through comparison with other approaches. This study introduces a novel carbon emission quota allocation method, offering a different perspective for achieving dual carbon goals for coal-fired units.
