摘要
This article examines the dilemma facing a friendly legislature attempting to foster and support innovation while at the same time abiding by demands of a skeptic, probably outright hostile, international watchdog to further examine to what extent we have moved from the rules and theories of the law of the horse toward a crypto-law. The article presents the test case of the regulatory framework enacted in the United Arab Emirates, specifically in Dubai, where we think the contrast between the aim and the tools could not be more apparent.
