The development of an urban control system (UTCS) simulation program that comprises the first-generation UTCS software (extended version) and a network traffic simulation model (NETSIM/ICG) is described. The simulator provides pseudo-real-time graphic displays of surveillance data and system performance measures in addition to the printed outputs of both the UTCS software and the NETSIM model. It can simulate both automated and manual modes of control.
