摘要：
The Segura river basin has a surface area of only 19 000 km2 and is characterized by frequent and alternating prolonged droughts and major floods. To avoid flood damage to cultivated land, villages and roads, an overall flood protection plan has been prepared, which includes 13 dams and 10 canal systems; those built so far have proved extremely effective.
