This paper contains the basis for the development, which led to the ECCS recommended testing procedure for structural steel members under cyclic loads. It includes an analysis of the various phenomena which would influence the behavior of real structural members or substructures under a cyclic loading of the kind generated by an earthquake. A testing procedure as well as several parameters most likely to characterize the physical content of the recorded diagrams are then defined.
