A pilot regulatory re-invention program called Project XL sought to reward companies demonstrating environmental leadership. The program also strived to reinvent the Environmental Protection Agency's methods for establishing environmental policy and enforcing regulation. The specific environmental progress made to date at the Oglethorpe mill and the challenges that the mill still faces through 2006 are reviewed.
