Hydraulic model studies were conducted to determine the optimum location of the proposed west barrier, the most appropriate navigation opening, and the adequacy of the selected design sections. Model results indicated that the great expense involved in rehabilitating the existing breakwater and building the proposed new barrier made it impractical to employ barriers as a means of protection of Hilo Harbor from future tsunamis.
