A conceptual design of an integral plant for Pu disposition and for transmutation of the most hazardous long-lived nuclear waste is developed on the basis of the mature technologies of heavy-water nuclear reactors. Other technologies under study include recent options provided by the evolution of linear accelerators and chemical reprocessing. Safety, effectiveness and technical feasibility are analyzed for the technologies and designs at issue. Cost estimates are made for the entire accelerator-driven transmutation plant. These estimates are based on system design descriptions, engineering blueprints, technological flow sheets, and detailed equipment lists. The estimates are checked as much as possible against actual data to assure compatibility with current engineering and technological practices and cost experiences.
