It is well known that a dc current in a linear response sample causes voltage fluctuations additional to the thermal or Nyquist noise. In a homogeneous material the spectral density S//u(f) of these voltage fluctuations (f** minus **1 noise) caused by a homogeneous dc current density is given by S//u/U**2 equals f** minus **1 c/v with f the frequency, U the dc voltage across the sample, v the total sample volume. The noise intensity c is a material constant. For a heterogeneous, macroscopically homogeneous, and isotropic material the effective c is expressed by a given equation. In this paper the relation between c and the effective conductivity sigma is discussed.
