The districting problem for urban emergency services is a member of a class of Markovian decision problems which are formulated as nonconvex programming problems with a special structure for which the Kuhn-Tucker conditions are sufficient. An appropriate dual problem decomposes into very simple linear programs. The optimal dual prices are solved iteratively and at each step a good bound on the optimum value is available.
