The chapter approaches the subject based on the thesis that tall building technology is rapidly outracing the social, political, and managerial means of applying it for the benefit of society. In the search for new alternatives, two fundamental questions must first be answered: How does tall building decision-making - the proposing, planning, modification, and implementation of tall building projects - contribute or fail to contribute to societal needs? What is the role of government in guiding tall buildings development? Subjects covered include the application of tall building technology, the social and political environment, the decision-making process, a model of public-private policy-making, and research needs.
