It is argued that a program can be set up that would provide consumers in the U. S. A. with reliable energy ″benefits″ at the lowest possible cost. Today's energy problems are solely attributable to a lack of will to use our available resources and technology in quantities large enough to offset the decline of low-cost oil and gas from U. S. fields. The example of what would have been the result if the most cost-effective products and technologies had been used in 1978 to supply energy benefits to people is given. The use of oil and electricity would have declined and the use of natural gas would have risen. The greatest benefits would have been achieved however by improved efficiency of space heating, insulation, transportation etc.
