The UIC has taken the initiative of drawing up a Regulating Plan for the European railways in order that the main lines might have homogeneous characteristics and the network has no bottlenecks. Departing from the identification of the areas generating heavy traffic and from the quantitative requirements (trains per day) and qualitative requirements (running times competitive with road and air times), the network of the main lines was traced. New lines will have to be built and many existing lines and junctions will have to be reinforced. Five main transport axes were particularly studied and general technical indications provided.
