摘要：
Accompanying the increase of traffic demand, various traffic problems have occurred, such as traffic congestion and jam, and further, the deterioration of road environment. How to cope with these problems is the important subject in the road traffic problems nowadays. In this study, the problem of augmenting the capacity of road network to cope with troubles by increasing the capacity of respective links of existing network or constructing the new links was investigated.
