The facts that are critical to the designing and working of the Network Equipment Building System (NEBS) are discussed. NEBS's customers are the Regional Bell Operating Companies (RBOCs) whose requirements include supplying of NEBS Level 3 compliant products for controling their networks. NEBS Level 3 test program is a costly affair which is also a time consuming and complicated process. EMC testing, seismic testing, and fire testing compliances are the pre-requisites to start the NEBS process.
