摘要：
Based on the time-value of the funds and the effect of the competitive tendering environment, and in further using the front loaded method and the Game theory, this paper optimizes the bid so that the model can solve 2 situations: one is how to decrease the bid, and hence increase the winning probability when the expected payoff keeps un-changed, the other is how to rise the profit value invisibly when the bid keeps invariant.
