At the Tokyo Summit held in Japan in June 1979, Japan agreed to adopt as a 1985 target a level not to exceed the range between 6. 3 and 6. 9 million barrels a day for the country's oil imports. On the basis of this declaration, Japan, the free world's second largest oil-consuming and importing nation, has begun an extensive debate at both government and private levels seeking the energy policies it should take. This report discusses the current problems of LNG - one of Japan's major primary energy sources - and the measures being considered in order to deal with them.
