摘要：
The 'objective' necessity of speeding up development of electrification in connection with coincidence of the technical and economic prerequisites for expanded utilization of electrical energy at the current stage is validated. Basic methodological principles are considered for optimizing the level of electrification, together with the principal avenues and the effectiveness of the development of electrification and electrical technology.
