Fighting energy poverty: Barcelona and Warsaw in C40's Green New Deal Pilot program

The paper focuses on two European cities, Barcelona and Warsaw. It aims to establish which city is more advanced and creative in reducing energy poverty by comparing their strategies and implementing the C40 Global Green New Deal and its pilot project. The cities were selected due to their common features, such as being affected by energy poverty and participating in the mentioned pilot project, in which the C40 offers technical assistance through appointed city advisors to aid cities in achieving specific objectives in implementing the Global Green New Deal. It is also interesting to juxtapose an East/Central European city with a West/South European city as their climate conditions differ. The authors attempt to examine the most effective strategies for reducing energy poverty in these two case studies. The research methods include comparative analysis, case study, and constructive literature analysis. The research questions are as follows: Which tools have Barcelona and Warsaw used? What are the similarities and differences between Barcelona and Warsaw concerning their energy poverty problems and possible reactions? The research concludes that Barcelona and Warsaw use different tools to reduce energy poverty, which reflects different climate conditions in cities and overall different advancements in dealing with energy poverty. © 2024 Elsevier Ltd
