The evolution of Intelligent Transport Systems (ITS); which works on the principles of information technology and communication infrastructure; to meet the needs of transportation system of developing countries; is discussed. ITS is a complicated undertaking that requires fulfillment of technological and industrial prerequisites and social and economic parameters to deploy; enforce; and explore ITS in developing countries. The enforcement of ITS requires availability of funds from respective governments and satisfactory institutional mechanism to take up the charge of development and deployment of ITS. The bureaucrats; technocrats; and practioners in the developing countries play a significant role to make consumers aware of the solutions of surface mobility problems provided by ITS so that it is accepted by them. This step from authorative persons in the developing countries facilitate researchers and policy makers to identify problems in ITS and mechanism for adoption of the system;
