摘要
The disasters brought by hurricanes Katrina and more recently Ike, point to the vulnerability of water and wastewater treatment, distribution and collection systems. The states of California and Florida recognized this some time ago and formed what are called WARNs, Water/Wastewater Agency Response Networks (WARNs). Seeing the value of WARNs, EPA and the American Water Works Association joined a number of industry associations to promote the WARN concept and encouraged states to develop these volunteer networks providing the resiliency to recover from disasters and emergencies. This paper looks at the development of WARNs and the way that New Hampshire has adapted the concept.
