摘要：
Emergency situation is the foundation of emergency improvisation decision cognition and decision making. However, different emergency personnel have inconsistent understanding of emergency situation. An Emergency Situation Ontology Model(ES_Ontology) based on ABC Ontology was designed to solve semantic conflicts and inconsistent problems. Furthermore, Emergency situation data integration and sharing frame base on ES_Ontology was put forward to realize emergency situation information sharing. Finally, ES_Ontology was validated by Fukushima nuclear radiation event situation knowledge description.
