Beneficial development of shale gas in China: Theoretical logic, practical logic and prospect

Beneficial development is significant for the sustainable development of shale gas industry and also an intrinsic requirement for achieving the "carbon peak and carbon neutrality" goals in China. The connotation, characteristics, theoretical logic and practical logic of the beneficial development of shale gas were systematically analyzed, and the suggestions on beneficial development of shale gas in China were proposed. The results are obtained in four aspects. First, governments, enterprises and individuals comprise the stakeholders in beneficial development of shale gas. Shale gas development is apparently beneficial in view of economy, society, safety and environment. Second, national energy security, energy structure optimization, and economic and social development are practical needs for beneficial development of shale gas. The strategic goals for forming independent supply capacity, independent technology system and independent operation capability determine the economic logic, institutional logic and social logic of shale gas development, which jointly make up the theoretical logic of the beneficial development of shale gas. Third, China's shale gas development is implemented progressively from breakthrough at point level and by incorporating points into planes. With joint venture and promotion of economic and social development in local areas as basic conditions, for purpose of improving the public policy level, overall operation efficiency and scientific management level, and reducing the social transaction cost, the goal-oriented benefit-preferential practical logic is formed. Fourth, driven by the "carbon peak and carbon neutrality" goals, institutional innovation and architectural evolution will further expel the extensive and beneficial development of shale gas. It is concluded that clarifying the theoretical logic and practical logic of the beneficial development of shale gas in China will help accelerate the beneficial development. This understanding provides a theoretical and practical reference for efficient shale gas development and utilization in China. © 2023 Natural Gas Industry Journal Agency. All rights reserved.
