摘要：
This paper describes the development of software process measurement (SPM) system. The system categorizes the measurement data, identifies the measurements, and establishes the measurement database with data management and analysis methods. The methods to improve the measures are addressed in this paper with the benefits weighed against the costs. The SPM system is developed to provide a reliable SPM reference for organizations certifying the corresponding capability maturity model (CMM) levels with a practice example of an enterprise.
