Capacity utilization rate is crucial in evaluating the carrying capacity utilization status of high-speed railway. In this paper, additional occupation time caused by train stop and overtaking, was calculated firstly based on train operation groups of the same speed grade and different speed grade. Secondly, considering the dynamic and uncertain characteristics of the train operation process, average buffer time was calculated based on the propagation of train delays at a low level and at a high level. Thirdly, in the time dimension, total train occupancy time was acquired as the sum of the train tracking headway time, the additional occupation time and the buffer time. Capacity utilization rate was obtained by the ratio of the total train occupancy time to the effective time of the train timetable. Finally, the case study of the Beijing-Guangzhou high-speed railway was conducted to verify the method. The carrying capacity assessment method proposed in this paper, can describe the impact of the stop plan and transportation service quality on the capacity utilization rate, and reflect the utilization efficiency of the capacity resources better. © 2020, Department of Journal of the China Railway Society.
