摘要：
The preliminary ruling, concerning market value of Canadian softwood lumber, from US Department of Commerce was condemned as an unfair trade practice by the US lumber industry. The decision would give the US a right to off-set duties set at 19.3% and would burden the consumers with additional costs. The final determination by the Department of Commerce is scheduled for the end of October 2001.
