摘要：

The incompleteness of urban traffic planning systems is indicated. A new concept of urban traffic management planning is presented, and the urban traffic management planning theory framework is designed. Also the goals, contents and methods of the main parts of the urban traffic management planning are analyzed and the function design of all main parts is accomplished. The main parts include the overall design, traffic investigation and problem analysis, traffic demand forecast, the traffic management projects design, evaluation and regulation. As a new method for drawing up urban traffic management planning in China, it has been used in 700 cities for China Smooth Traffic Project.
