Improving the prediction level of dam-break accident, building an evaluation system of flood risk, establishing reasonable regional flood emergency plan and enhancing the ability of resisting flood dam are the prominent problems that the water conservancy department currently need to solve during the flood control and disaster mitigation process. According to the evaluation of shelter accessibility and safety effectiveness of the three principles, this paper establishes a three levels, eight evaluation factors evaluation index system. Using DAMBRK model to simulate Dalian Biliuhe dam-break hole shape, the peak flood process arrival time and inbound flood process line based on MATLAB software. River maps are built in ARCGIS10.0 software. Each site location, raw downstream settlements and flood submerged area are identified. Grey correlation degree for evaluation the 14 shelters is calculated out using the entropy weight method and the grey correlation analysis method. Finally the best shelter is found out to provide a reference for the dam's emergency management ©2013 by CESER Publications.
