Based on the review of the present status of emission rights allocation principle a two-level allocation mode of river emission rights is suggested. According to this allocation mode the emission rights should allocated by the pollution control agency according to the function of water body, and then the rights are allocated in detail to the dischargers of the respective water body. On this basis a multi-objective allocation model from the view point of eco-environment protection and sustainable utilization of water is developed. In this model, the economical optimization and water quality optimization are regarded as the objective functions. The concentration and total quantity of pollutant are the constraints and the principle of equality and continuity of the production program of the dischargers are taken into account. The model is applied to calculate the emission rights allocation scheme of the Juhe River. The comparison of the result with that calculated by other method shows that the proposed model gives a scheme with less total emission rights and less cost for pollution treatment.
